Make sure text search vector on photo records stays updated

Since the SQL trigger to update the photos.tsv column is only run when the photo record is updated, whenever an associated record is created, updated or deleted the photo record has to be touched to run the trigger.
- Tag is added
- Tag is removed
- Added to a photo album
- Removed from a photo album
- Photo album that contains the photo is renamed
