Remove duplicate ISSUE_TEMPLATE from plugin directory

With yo phovea:init-lib-slib (and I think with the others too)
you get an .github folder with the ISSUE_TEMPLATE etc but you also get an ISSUE_TEMPLATE.md in the plugin directory which is not necessary any more
