Deprecate old PHP and lib versions by Dec 6th

As of December 6th, php7:3 will reach EOL and librdkafka:1.5.2 will be more than 1y old.
Support for older versions will be dropped by December 6th.
Old releases will still work, but new releases will rely on newer dependencies.
Will be released as 0.2.0
