Port current wiki pages to docs.pi-hole.net

See title. Creating an issue to label for Hacktoberfest.
Which of the wiki pages still need to be ported?
There are a few user guides that could go under the guides
heading on docs.pi-hole.net:
- https://github.com/pi-hole/pi-hole/wiki/Whitelisting-and-Blacklisting
- https://github.com/pi-hole/pi-hole/wiki/Upstream-DNS-Providers
- https://github.com/pi-hole/pi-hole/wiki/DNS-over-Tor
- https://github.com/pi-hole/pi-hole/wiki/Nginx-Configuration
- https://github.com/pi-hole/pi-hole/wiki/Caddy-Webserver-Frontend
These two could probably go into their own section:
- https://github.com/pi-hole/pi-hole/wiki/Contributing-to-the-project
- https://github.com/pi-hole/pi-hole/wiki/How-to-signoff-your-commits.
Possibly more. I'd do them myself, but figured would give some other folks a chance to get their Hacktoberfest shirts :)

I made a PR [#59 ] for one of the pages just to see if I did it right first.
No, the CI will build it when it merges to master.

@jasperdanan Did you get started on the DNS-over-Tor article? If not, i'll get it done and finish off this issue.

All of the guides have been ported.
Reopening as there are still some pages to port.

As far as I can tell there are:
https://github.com/pi-hole/pi-hole/wiki/Stats-monitoring-in-check_mk_agent
https://github.com/pi-hole/pi-hole/wiki/DNSCrypt-2.0
But I'm not 100 percent on the value of them, I've not tested either of them for compatibility with Pi-hole 5.0.
So, other than those, there is nothing left
