Changing the desktop is specific to OS X atm.
Find out how the Windows desktop can be changed programmatically. A quick check using a Windows 7 VM was not successful.
Test alternatives:
- new Windows 7 VM
- Windows 8-10 VMs
- Windows 7 partition
- Use the set-wallpaper-API from C instead of Python to see if it works at all.
