The commands pel-setup-fast and pel-setup-normal work fine for Emacs < 27 and for Emacs >= 27 when package-quickstart is not used, but fail when package-quickstart is used.

This fixes some of the issues described in bug #21 . More test required and perhaps some refactoring.
