add devel to CI (and mulitple OSes)

- since nimib will be included in important packages (see nim-lang/Nim#20697), we should add devel to CI.
- this is especially important for upcoming nim v2 (and after v2 is out, we should keep supporting 1.6)
- maybe we could also add windows and macos to CI.
- I think there are multiple clean CI setups around that use a matrix with multiple OSes and versions, we could copy one of those.
