add Emi|GHG|w/o bunkers to allow comparison with historic data

currently, historic Emi|GHG does NOT contain bunkers for world, but REMIND reporting for Emi|GHG includes bunkers for world.
it seems there is no global bunker emissions data we currently have in mrremind
