Display tooltip warning for users when they enter invalid peripheral name

Currently the input box glows red when users enter an invalid peripheral name, but no explanation is offered and no message is displayed. We should add a tooltip above or below the input box, to explicitly tell them their name is invalid and say what characters are allowed in a peripheral name.
