should not we prioritize the istio traffic manipulation operations?

traffic manipulation is the most sensitive pieces of the pipeline, maybe we should put that first and replace the bash manipulation of istio resources first, after that we could increase the migration to Golang for other resources like creating the helm charts, health checking, and so on
