Update CHANGELOG for v1.3.0

We had a few changes merged (one relatively big one, replacing shiplift with bollard), which are not yet in the changelog. I need to remember to update the changelog before I create a v1.3.0 at some point.
- Include shiplift->bollard switch in CHANGELOG.
- Verify if #411 is fixed by the shiplift to bollard switch.
