Add current user's name to pages

As Madison City Council Chief of Staff Kwasi Obeng (or any user responsible for entering others' votes), I want to see name of the currently-logged-in user on the page so that I know I am entering a vote for the correct person.
This is the most helpful on the "Vote" page. It would probably be helpful to have it displayed on other pages too. Maybe in the header on every page?
