Establish more comprehensive audit log for elections

We have snapshots, which is great! We want even more.

As an election observer I want to view updates to elections so that we can verify no tampering occurred.

ex: user A voted, administrator calculated snapshot, administrator added candidate, administrator removed candidate

This is complicated by vote anonymity concerns.
