Controller and ad-hoc vehicles

Neither a controller nor rider can create an ad-hoc vehicle for a delivery stage unless they have the role that allows editing vehicles generally, which should not be allowed.

Controllers and riders/drivers that can create and progress delivery requests need to be able to create ad-hoc vehicles, but not edit any other vehicles.
