Have seen some instances of leading zeroes not being suppressed in Algol
I-format output.
Tim Sirianni reports some leading non-zero digits are being replaced by spaces
in Algol formatted output. See attached

Bug in Character-Mode TBN syllable -- B register was not being loaded for words
in the destination string other that the first and last. Fixed in release 0.17
(r383).
