OJS: Group issues in archive list

With the number of issues growing, the archive list gets a bit long and unwieldy.

My suggestion would be to group issues for each year together in a <section> with the year as heading.
This would give a bit of structure to the list and would also allow to implement a toggle function.

I see one problem with the paging, however. One possible solution could be to allow for either the display of ordered but ungrouped issues with paging, and grouped issues without paging. Another could be for paging to be based on the grouped issues.
