Missing button styling on Administration page

Describe the bug
On the Administration page (main branch only), 4 of the buttons are missing styling (e.g. the "Expire User Sessions" button).
To Reproduce
Steps to reproduce the behavior:
- Login to OJS/OMP as an admin user
- Navigate to the administration page
- See the missing button styles
