Provided testing profile with Only North America Access doesn't load Daily Imagery

A provided user profile for testing (PID_9 in the shared testing spreadsheet) that should only have access to North America Imagery does not return any daily imagery unless "Show All imagery in catalog, even imagery I don't have access to order with my current plan" is ticked:
