Missing mailer default_url_options setting for dev environment

Currently we are setting the default_url_options in the mailer.rb config, but this is only required in production environment. This causes development env to fail on mail delivery, even with sendgrid configured.

I've seen two different solutions for this:

• Add config in development.rb
• Add config in routes.rb

Not sure which approach is best though.
