Implement endpoint to delete a working group.

We should give working group representatives the opportunity to delete the working group in its entirety. I would suggest to create a mutation endpoint that takes a working group id and removes it from the database.

Open Questions:

• Do emissions of deleted working groups still contribute to the total emissions of an institute? I would suggest so.
