Add support for excludedNamespaces in matcher

Following the Gatekeeper specification: https://open-policy-agent.github.io/gatekeeper/website/docs/howto/#the-match-field
In addition to @parameter, please add an option @excludedNamespaces in the match block when creating Constraints.
