Hitcounter not filtering IP adresses

Dear folks I wrote one which I adopted somewhere which "filters", meaning counter does not increase in case IP 10.10.10.5 hits the website 20 times within 1 hour.
I am very intersted in merging this to simple hitcounter since mine does not work anymore under php8 ...
