Add serial key to Order's notification issue

Describe the bug
Support, the Key is missing from my order. Now I want to add a key from Order actions or Bulk actions. But I don't have a key to it.

When I apply the action, I still see the notification "Successfully added serial keys".

To Reproduce
Steps to reproduce the behavior:

1. Order a product that "sells keys" is unchecked and has no serial keys.
2. Now check "sell keys" for that product.
3. Go to Order details and from order actions choose "add serial keys".
4. Finally update the order and you will the notification. ( same for bulk action )

Expected behavior

The notification should be "there is no key or not enough key for that product".

Also, When a product sell key option is not checked, the 'add serial key" option should be on the Order action dropdown.
