Copying a full path name with ~ homedirs to bundle file inputs breaks

Summary
We support expanding ~ on tab completion, but if you copy a ~ style path and press enter it won't properly expand. We should support both models, even if it duplicates a bit of code.
Reproduction
Do a bundle install with a ~ path, observe file cannot be found
