[Maintainability] Change all states in the `el8` hierarchy to use `tpldir` directive when declaring `helperLoc`

Now that the tpldir directive is stabilized, want to retrofit existing states to use it (and reduce the likelihood of specifying incorrect paths when using longer, more hard-coded path-declarations).
