TaxonomyPicker is accepting[by typing and press enter]all the Terms whichever is checked "Available for Tagging" even though not binded

Hello-
TaxonomyPicker is accepting[by typing and press enter]all the Terms whichever is checked "Available for Tagging" even though termSetId is bind with one term.

Geography[Termset]
Term-1[ Binded ]
Term-2
Term-2

TermSetId is bind with Term-1. The other 2 Terms are not visible in the taxonomypicker. But it is available in TermStoreManagement.

But by typing and press enter taxonomypicker is accepting all the terms[from Term-2 & Term-3] whichever are checked "Available for Tagging" and outside Term-1,
