Request Failed SiteMap Term Store Navigation

Since we installed the August CU of SharePoint 2016 all read access users get the error message: "Request failed. Status Code '403' - Forbidden. null. Empty the localStorage values in the browser for the configuration list and try again."

All Full Control user don´t get an error message and the metadata navigation gets loaded correctly. Did someone else got the same error? It´s no solution to give all read access user full control rights.
