Remove announcement commands & announcement.html

Now the webserver config can edit announcements: http://lamperi.name/po.html

In order for it to be no conflicts with those and announcement.html file, we should stick to it. Anyone needing to edit announcement can ask an owner or for access to the web interface of the server.
