It's confusing that fwapgr functions start with fwa_ same as fwatlasbc functions but are different

They differ in

1. package
2. arguments expect ie blue_line_key vs blk
3. options - fwa.epsg is only recognised by fwatlasbc.

One option no reduce confusion is to deprecate all fwa_ functions in fwapgr for fwapgr_ ?
