Ops: Health endpoint for delayed - critical - enqueued tasks

Health endpoint that checks critical enqueued tasks, e.g invoice.paid, that has not been processed within <10 minutes and reports HTTP 500 (triggering alerts/escalation) in case such delayed tasks exists.
