`npx polywrap deploy` fails with MODULE_NOT_FOUND for `@polywrap/core-js`

Describe the bug
npx polywrap deploy fails because the Deployer module can't find @polywrap/core-js.

Please provide the steps to reproduce and if possible a minimal demo of the problem.

run npx polywrap deploy in a wrap without the CLI installed (e.g. in a docker environment).
