Expected Behavior
Should boot into OS on flash.
Current Behavior
Not booting into OS and bootloops on android splash screen.

Did you do a wipe before flashing?
Always make sure you do not accidentally wipe the vendor partition before flashing a GSI, cz you need it.
Dalvik, system and cache are ok to clear, though.
Yes. Did a full format and then wipe as well.

No I did not wipe vendor partition
Don't use TWRP, follow the regular procedure with fastboot
How does fastboot work on a Galaxy Note 20 Ultra? That uses the original recovery on the phone does it not?
You need to patch your recovery to enable fastbootd.
You can use Patch-Recovery to easily do it and then follow this procedure, skipping the vbmeta part.
Used a different recovery and it worked.
