Corral uses backslashes in lock file locators on Windows

When writing a lock file on Windows, corral will put backslashes in locator strings, e.g.:

"locator": "github.com\\ponylang\\net_ssl.git"

If these are not local file paths on Windows, they should use forward slashes.
