wallpaper: settings not compatible with cosmic-bg

The wallpaper settings can't read the rotation_frequency of cosmic-bg and it is reset upon opening the wallpaper settings.
The wallpaper settings and cosmic-bg have a different default rotation_frequency.
These are the issues I discovered so far, but I think there are more.
