[BUG] First time login after installation currently impossible

Issue/Bug description:
If you select a different keyboard layout during the Pop!_OS installation, for example German. And if you now use a special character when creating the password that does not appear on the English keyboard ( ; = ö ), ( , = ä ), ( [ = ü ), you will not be able to log in for the first time because the keyboard layout is still set to English. After logging in the first time, everything is OK, the keyboard layout is set correctly and remains that way even after rebooting. Unlocking the drive also works without any problems from the very first time.

Steps to reproduce:
While installing Pop!_OS > Select German as keyboard input language > Set a new password and use (y = z), ( ; = ö ), ( , = ä ), ( [ = ü ) on English (US) keyboard > Finish the installation and restart device
The very first login failed due to the keyboard layout.

Expected behavior:
The keyboard layout is set correctly after installation the very first time you try to log in.
