Recommended VS Code configuration

Popcode should ship with a recommended VS Code configuration, including tasks, debug configurations, project-specific settings, and recommended extensions. This should not live directly in .vscode (since people may want to use their own configurations instead) but should be automatically symlinked by tools/setup if there is no current .vscode directory.
