Add -keepalives flag for setting keepalives client attribute

Setting "keepalives": true on Sensu Proxy Clients will allow for creation and handling of deregistration/keepalive events (i.e. if the client isn't updated by a subsequent execution of the discovery check, and/or if an EC2 instance isn't discovered again due to being terminated).
