Add new output mode - like OUTPUT_HMS but without letters and parentheses

There is a request to add such mode. The file with an implementation is attached.

Lets decide, do we need such functionality, or there are some alternate ways to fulfill the requirement?

Is this the same as issue #21?

Does this break dump-restore when set to a non-default value on either side?
