Add flag to disable short-circuit

gato by default runs in short circuit mode during enumeration, meaning it stops scanning a repo once it identifies a SH runner. Running gato enum in the default mode is good for identifying repos w SH runners at scale, but we should add a flag to disable short circuit for when you want to go more in-depth
