Automate userId module parameter table

The table starting at line 177 of https://github.com/prebid/prebid.github.io/edit/master/dev-docs/modules/userId.md ought to be automated - read from the individual userId md files that Jean created last month.

This will probably involve adding the metadata to the md files and creating a liquid script to spit it back out as a table.
