Fix tile drainage value

What's wrong

• When selected tile drainage, the improved drainage class would show. When click next and back, the improved drainage class is selected as the default drainage class.

What done looks like

• The original drainage class should still show and show the improved drainage class.

Where the changes need to be made

• A few files related to soil drainage.
