Reinvite user - automatically restablish relationship if already remotely connected

In the case where a user is separated from their storage/users.json file and thereby loses their user list they must reestablish their user connections with new invitations. If the relationship currently exists on the remote user they should automatically reply with acceptance without sending any notification to the browser.
