Vehicle wrecks in some cases cannot be lifted

The client is provided with the option to Lift, but on use has no function. Seems like a very rare occurrence but needs some debug added of the conditions that are being checked on the attach fire to get an understanding of. Nothing in the logs indicated what went wrong.
