[Bug] `@primer/octicons` includes all the raw SVGs twice

Describe the bug
I think this is a publishing issue, these two folders appear to be identical:
- https://www.unpkg.com/browse/@primer/octicons@19.8.0/build/svg
- https://www.unpkg.com/browse/@primer/octicons@19.8.0/build/build/svg
I assume the latter is a duplicate, doubling the size of the package since v14, to 1MB:
https://packagephobia.com/result?p=@primer/octicons@13.0.0
Expected behavior
The build/build/svg folder should not exist.
