Scroll blocked while pointer is over image

Hovering over an image in the site builder (and thus causing the image upload overlay to be displayed) blocks scroll, presumably because the browser is trying to scroll the overlay instead of the page.
This is quite unintuituve and took me a minute or two to work out what's going on, especially in an image-heavy layout.
