This is even after fixing #692

py run.py --model instant_empty_submit --instance_filter "matplotlib__matplotlib-26020" --split test --noprint_config --raise_exceptions
Reason is that SBL has some pretty heavy pre_install commands and we don't have the long timeout set there.
