Publish Insider version under better version number

Our Insider version of the extension currently uses a weird version number 31.0.2650 instead of something that clearly communicates the Prisma version it belongs to, and instead lists the CLI version in the README: 5.3.0-dev.8.
This is because VS Code Marketplace unfortunately does not support "pre-release tags" for semver versions, only x.y.z.
