Do we need tests/Dockerfile and tests/LTS-Dockerfile?

I see no need for them, and they haven't been updated in ages. Maybe there are jenkins tests that still use them, but I doubt it -- and even if there are they should be updated to use the dockerfiles in bayeslite/docker/ instead.
