[BUG] .env.development file is missing at the installation

At the first installation, we need to create this file with false value or update the doc to explain how to create it, because gatsby fails at the compilation due to a wrong configuration of gatsby-plugin-google-gtag plugin.
Example of content
GATSBY_GA_MEASUREMENT_ID=blabla
