[BUG] Vehicle Interface is rejected from autonomous mode

Describe the bug
The Vehicle Interface transition from manual to autonomous rejects autonomous control of torque/brake.

Steps to reproduce

  1. Enable Linux Can Driver
  2. Launch Vehicle Interface with the mode set to vehicle
  3. Request autonomous mode on the vehicle and wait 5 seconds.

Expected behavior
The vehicle enters autonomous mode.

  • ROS Version: kinetic
